The cop went away and my friend wanted to grab his shoulder and the other cop told him to stay away. I believe that cop would hit him.

The report would literally be: "On X-date at X-time, I, Officer X, responded to X-location regarding a report of a battery. Upon arrival, I met with the victim, identified as X. X advised me that on today's date, at approximately X time, he was attacked by an unknown number of unknown individuals. The victim was unable to provide any identifying information about the subjects to include their direction and mode of travel. After speaking with the victim, I canvassed the immediate area on foot and did not observe any other individuals in the area."
Cops have shit to do - especially if their jurisdiction is a busy one. I can almost guarantee they wouldn't have hit the guy, but it's generally a good idea not to touch cops.

Police are trained to react in a defensive manner if anyone touches them... because you never know what the person might try to do... maybe stab them?
Your friend was wrong... and actually quite stupid... to try to grab a policeman's shoulder. He's lucky he didn't get knocked to the ground or arrested. The two "cops" acted appropriately.

Hmm 🤔 anywhere in the world coppers won't let other people touch you it's like some kind of dignity or something in reality they want to make their Authority established , if your friend don't know their name are any distinguishable marks then they can't make a case to work on. If you want to make a case then it won't move forward in court.

I think in today's world, you have to be careful what you do. So to grab a cops shoulder as they were walking away is considered an assault and would most likely get your ass kicked and probably a trip to jail as well. And there is nothing you can really do to defend your action of grabbing the cop.
Hate to break it to you, but I doubt most people go into law enforcement for their great conscience, but rather, because they are issued with a rather large truncheon.
