1. Non-Americans, legal (Resident Aliens, and there are millions, still do not have the right to vote, only full citizenship means that)
2. Non-Americans, illegal

4. Fictitious Americans
5. Canine Americans
6. Feline Americans
and perhaps most of all in a way:
7. "American Citizens" who can't be bothered to register as who they really are and show up legitimately to verifiable polling places. Or if they really DO wish to "vote absentee", they should vote early, and their votes should be counted *first*, as it was done in days of your to prevent your "machine" style chicanery

Suppressing the minority vote has long been a GOP tactic…. from limiting the number of polling places in primarily black areas to “accidentally” purging people of color from voting rolls prior to elections. They definitely do not want ANY expansion of voting rights.

To even be there in the first place the individual conservatives from his state must vote him in. To blame conservatives for the senator's election of him to be the leader is foolish to blame conservatives for.
