There should be frequent mandatory full health examinations (including blood work) for all employees working with customers issued by gov or state before hire and during employment.
Brothels are required to keep private records of their clients and the employee that service them to monitor and control the spread of AIDS/HIV or STI. Clients are required to sign legal documentation in regards to their personal health and the health of the employees; so if a client lies/unaware of their STD/I status, but signs docs saying she/he's clean and was tested, then he/she is liable; if the brothel hired an employee without a full exam prior to servicing clients, the brothel is liable. And free birth control obviously.

This would help lower drug usage, STD's, instances of rape, and possibly even murder. By making it legal and taxable prostitutes would no longer have to do it for drugs, they'd be able to get insurance that would provide testing to keep them healthy, they would be "working" in a controlled environment rather than having to rent out the skankiest hotel they can find to avoid law enforcement, and by doing it in a controlled environment prostitutes that have been murdered in the past could have been saved with supervision. Pimps would also be forced to free their girls because now they can run it legally. There are so many positives to this.

It is actually interesting to note that prostitution is not illegal, providing certain conditions are adhered to.
It should 100% be legalized.
As it is now there are few of any protections for women against trafficking, serial killers, getting robbed, drugged, pimped, etc.. legalizing would allow for safe reporting, testing, would disrupt traffickers, eliminate pimps almost immediately and would take the practice off the streets and into a building. Requiring a license similar to a masseuse would create a database baring minors from slipping through the cracks. The amount of resources the police could diverge and focus on rape, child sex trafficking and other serious crimes is insane.
There are many prostitutes that were trafficked yes and I'm not trying to take away from them or there experiences, however there are many many that actually enjoy it and do it willingly and others that do it to makes ends meet. By regulating this that wasn't out get a chance and those that want to stay can do so without villainization.
