No. South Africa also has substantial British immigrant population along with Indians and arabs.
The whites in South Africa and most of Africa largely failed in the colonisation of Africa because they allowed the Africans to live and thrive as a source of cheap workforce, being WASPs thy only had 1-3 kids, they didn't give lands to white settlers instead keeping huge tracks of land for a select few white farmers so there were never enough whites to black ratio. If you look at colonies that did succeed the natives were basically wiped out and few if any slaves used in he grand scheme of things

Whites and mixed race people follow a strong Dutch/British culture (anglo-dutch) whereas Indians follow old eastern and mainstream western culture. The Africans in the other hand follows their own tribal cultures which they infuse with the culture of other south Africans

You don't need to be in a western country to practice western culture, Tonga and Fiji are not western countries yet they follow a strong British culture

South Africa has a very large western culture as most White south African people aswell as Indians and Mixed race people follow a western lifestyle.
