Why is that women who are 25 are seen as mature adults whereas males are still considered youth?

I find this conception flawed. At 25, I believe you are much more mature than your teenager years but I don’t think that means men are still kids and women are fully grown.

Adolescence begins with puberty. Girls start puberty before guys so are more likely to resolve adolescence before guys. Generally, if the focus is on identity and not role, adolescence tends to be resolved about age 24 for girls and 28 for guys. Some people only focus on roles, and they may never resolve adolescence.

You're right. Some mature earlier and some later, so we don't want to lump everyone together. There is some truth to patterns, if you want to raise your odds, but we are all individuals and deserve to be treated as such.
