Should homeless people try to go to other cities?

So let me give some background first, I have been working with the homeless for almost 20 years, I find so many of them regardless of drug or alcohol problems or whatever, do indeed collect social security, whether that is from disability or from age or whatever, the problem is it generally is around $500 to $1,000 a month. That being said, they will never survive in these big cities where they are homeless yet if they went to a small town or even out of the country, they would thrive.. thoughts?
