No, you're not a bad person. Some of these "homeless" people are fakes, and they do this for a living. It's hard to tell whether they're real or not, and I choose not to give them anything. Occasionally, I may talk with them and point them in the direction of places that help the homeless.

It's not a good or evil question for me. It's right or wrong question. Giving homeless person money to deepen their alcohol addiction is definitely wrong. Believing this person uses it for food or to upkeep their family is really gullible also wrong as well. Ignoring is the right choice.
