It is to an extent, with a certain subset of blindly confident fool, but it doesn't account for the ability of a layperson to hold a valid and well informed opinion on a subject.

Usually it's just a bludgeon academics and elitists use to tell the proles to pipe down.

People who like the term act as if (particularly laughably now in the internet age) university specialization is the only pathway to knowledge.

It's also used when a jack of all trades or polymath makes a point that an elitist specialist doesn't like, regardless of whether it's correct or not.

In short it's a favorite catch all insult of extremely tiresome people. Often used incorrectly.

Very real. I'm a software developer and see this all the time. Poor programmers believe that they are average or somewhat better than average.

There has been more than one occasion when a professional programmer has remarked that a problem was really difficult, but better programmers solved it in seconds.

The rule that stupid people are too dumb to know they're stupid? Sadly it's very real. Looking back over my life I've suffered from it myself and I'm normally considered fairly intelligent.
