Why are civilians remaining in places in Ukraine where the Russians can get to them?

Especially if you have children. Literally flee anywhere however you can. You’re certain to find people who will help you. At least you’ll be relatively safe by comparison

It's hard to pick up and move. If someone told you that a meteor was headed to your town with a 1% chance of demolishing your home, would you, pick up, find a job in a different town, find new schools for your kids, wish your community well, and leave? Russia's invasion has not been a guarantee that any particular place will get attacked, but all are at risk.

If people elect to stay in the path of natural disasters like tornadoes then quite frankly a warzone is probably statistically safer. People are just sometimes really reluctant to move. In the case of Ukraine it is also a form of national pride to resist the invaders both by staying put and/or fighting against them in a civilian capacity.

Because they often cannot leave. Even if they can, russian death squads have been known to kill fleeing civilians.

Some of them are simply stubborn or foolish people. Many of them have been essentially held hostage by Ukrainian Banderist forces (nazis) and used as human shields.

You should go on BitChute or Telegram or Oddysee and look for all the videos of civilians saying how the Ukrainian troops deliberately kept them *inside* of cities like Mariupol, Izyum, Donetsk, Slavyansk, et cetera.
