Not really. You can only 3D print the non-structural parts, which could otherwise be made out of wood or a similar material - the barrel for example, would still need to be metal.
There are technically one or two exceptionally expensive 3D printers that could also print the metal parts, but if you're going to spend that much, you'd be better off with a CNC milling machine, which would do a much better job.
About 20 years ago, there was an amateur pulsejet enthusiast in New Zealand, who was designing and building a cruise missile for under $5000, and documenting the project online, to prove to the authorities how easy it was, and that it was the kind of threat they needed to take more seriously (I believe it actually got him in quite a bit of trouble). With drone related technology being so affordable and widespread now, I'm sure it would be even cheaper and easier.
Of course, none of this is terribly relevant to gun control. Just because it's possible for someone to break a law, that doesn't mean the law shouldn't exist. My car is capable of going twice the legal speed limit - does that mean we shouldn't bother with speed limits?

Yes- but since 1. there's no lack of ways to kill people handily even without guns, and 2. the real danger comes not from guns but from bullets, I'm not TOO worried yet. Once those are 3d printable (oh, it'll happen; just wait)...
It also means that legal efforts an gun control are essentially doomed, unless you're going ho regulate 3d printers as well.

I 3D print all the time. It would take about 12 to 24 hours to print the "parts" for a handgun. The plastic is so light I would NOT want to fire it. You would most likely get about 1 to 2 shots from it.
