Killing someone isn't as easy as people think. Under a high pressure situation you have to weigh up the legal and emotional consequences of killing someone, decide if it's safe to take the shot without hitting anyone innocent and then calmly take aim at a moving target.
I could see the possibility of someone doing it if they had served in the military but it's been shown most civilians sat they can but when the time comes bottle out. The ones who do tend to be mentally unbalanced and just as dangerous as the shooter

Anyway, I won't. 1 person shooting does not necessarily mean 1 shooter.
I don't know if there are accomplices.
My reaction? GTFO of there.
Plus there's this thing called morality. Easy to say/type I'd kill that dude who is shooting but during that time, many factors come into play - confusion, panic, fear, chaos and so on.
Plus it really really sucks to shoot at the wrong person.

If I had one, yea. Nobody can know for sure what they'd do in a situation like this, but I'm pretty confident I wouldn't be squeamish about it. I've already used a gun to stop a crime before. I didn't need to fire but I was prepared to - zeroed in on the target, finger on the trigger, safety off, background checked. They decided that they didn't want to do what they were doing after all.

If it was a school shooter I would hit him with anything I could find.
Even if I got a lucky break and got behind him to hit him in the head with a hammer or a fire extinguisher it could save lives and I would do it.

In most circumstances, no. It's WAY too easy to misunderstand what's going on, especially in a sitiation you've just wandered into, and if I'm going to observe and find out, I might as well call 911.
