Why would the public health department not ask if you're covered by insurance?

I was charged a hefty bunch to get my REQUIRED (by my disability program) blood test drawn yesterday. I spoke with my mother about this and we will talk to them tomorrow (today, actually, I posted this late at night)...

I don't know much about public health departments or insurance but it's weird that a required blood test for a disability program would be so expensive. You'd think it would be slightly cheaper. Keep us updated, I'd be curious to know what they tell you about this.

I don't know why they are asking just ask them. Say something like "hey sorry if this is a silly question but why did you need that" I am sure they will explain
