How likely is it that medical science will one day in the far future start artificially creating new people?

because medical science already has invitro fertilization so once they figure out how to make an artificial womb. they could almost take traditional reproduction out of the equation since there is already a number of people who donate or freeze their genetic material. so they could just start using those samples in the to artificially create new life. all while claiming it's to help fight the declining fertility and birth rates.

but once they unlock genetic manipulation they might begin building people how they see fit. which could likely result in the future generations being submissive and controlled by the wealthy elites. while being unable to reproduce on their own and having limited or no free will. all while claiming it's to reduce birth defects, illness, etc.

yes I know this all sounds like something out of science fiction but it could happen one day in the future.
