Let's say they were there. They couldn't do anything that she asked or told them to do. In order for them to follow her orders, Trump would 1) have to fold the speaker of the house into the chain of command, which would take a lot longer than he had or 2) find a way to cede his ability to command the national guard to her (which, if possible, he wouldn't). In other words the only "ball in her court" was them being there, not them being able to do anything once there without POTUS commanding them. Why do you think the National Guard troops were just standing there for hours once they actually showed up? They weren't ordered to engage and thus couldn't.
