Check again. According to the congressional hearing the national guard was requested and approved to be there on January 4th to be there for January 6th. Pelosi denied it.

The video is made by a preacher, which gives it zero credibility. The opposite of credibility, if anything. She definitely has no authority. Indeed, there are videos of her begging the general for the military to step in (i. e. instead of ordering it), which were aired publicly during the J6 committee hearing - which I'm guessing you did not watch.
