They are counted as living beings. Yes it would have been actually great if they are counted in census too but death rates happen a lot and easily till the child is of 1 yr. It is to make census convenient. Like a child will get bad fever and they are half dead. It's really that simple for a new born to die. Or if a pregnant lady got shocked then the fetus won't stay alive.

Government can't do much for society, do you really expect they will count how many pregnant ladies are there when new borns and fetus are in high risk to die? How many times will they reports dozens of children taking birth and dozens of children dying? It won't give accurate results for population.

Come on! We can't count everything from the Society's and politic's perspective. We have values as a human too, don't we? Fetus are living beings.

Obviously not! The census requires each person’s date of birth, since fetuses do NOT have a date of birth, they are therefore not “required reporters”, for the purposes of the census.

The time of birth is taken as that time when the baby comes out of the mother right? So that is the time when the official on paper life of that baby starts.

Hence everything Governmental about that baby starts with the time of birth.

I do not understand why complicate such a simple thing so much.

Probably because miscarriages are so common. We got really lucky our first came without any issues. My mom got pregnant 5 times and had 3 babies. My dad's ex-wife, 5 pregnancies and 1 baby. And my wife's mom, 7 and 4.

It's just easier if you wait until they're born to count them.
