Most of them don't; I think it's actually most common among sub-Saharan Africans. The guy in that picture, for example, clearly doesn't; he's just quite pale. Look at his eyes.

The reason they're so light-skinned is because darker skin blocks more sunlight, which keeps you from getting the vitamin D you'd need. It's not an issue today, when we can just enrich foodstuffs, or take vitamin pills, but tens of thousands of years ago, it was a different story. Pretty much every physical difference between ethnicities is down to simple natural selection.

Albinism isn't a race or nationality thing. The condition is genetic and quite random.
