Who was a worse Emperor Caligula or Tiberius?

Well Tiberius left the treasury with plenty of money, and then on the other hand Caligula left it nigh-bankrupt. Caligula also put more people to death under faux treason trials. And then to top it all off, he tried to subvert Rome's religious order by making himself into a God before he had died and was deified by the senate.

Tiberius was a decent emperor with a reportedly screwed up (can't trust our sources on him) personality. Caligula was a bad emperor and a bad person.

Answer: Caligula.

True, but I felt like Tiberius was the one create the mad Emperor Caligula. If he didn't kill germanicus he might've turnt out better with his father there to guide him. Instead Tiberius taught him to have deviant sexual ethics. So I don't think it's entirely caligula, but I agree he was a worse Emperor.
