Pol Pot comes a close second - his Year Zero plan basically consisted in killing off roughly half of his own population - Cambodians learned that when he said "us many" he did not mean it as a good thing, but as a problem to solve.

Finally, the Kim dinasty is arguably the most successful - many people bet on the fall of Kim Il Sung's regime after the fall of the Soviet Union and the death of the Supreme Leader, and yet 28 years later the regime still stands, having survived through war, famines, and pandemic.

+1 yYeah, Christian rulers. Hitler is the common scapegoat for a few reasons. First, the rise and fall of Nazi Germany was significantly more recent. Second, Hitler’s goal to change the face of mankind sparked a global war. So the death toll includes millions who were more or less exterminated and hundreds of thousands more who died in battle, or later from insurmountable wounds and infections. Third, the extensive reach of the war and ultimately his failure would likely lead to much more accurate documentation of the facts from various sources.
But it’s important to recall that WW2 lasted years, as opposed to the Crusades which lasted centuries. At a time when accurate birth and death records were unheard of, especially among the common and poor people targeted. Given that the Christians ultimately accomplished everything they set out to do, they were the primary source of documentation with no survivors to dissent. Some historians suggest the ultimate death toll might well be comparable to the holocaust. Considering modern medicine hadn’t been developed, even “minor” wounds and common torture methods at the time were likely deadlier than major wounds and infections would have been during the early 20th century. There was likely no “surviving” the conflicts initiated by Christian rulers all over the world. And since the church remains very wealthy and powerful all over the world to this day, discussions about the full depth and breadth of the atrocities of the Crusades are still largely frowned upon. I’m betting this comment even gets reported and possibly yanked. I expect at least a few hateful comments before that happens.00 Reply

I don't think such questions to be relevant, because how ever bad and evil a leader may be, without people to support them, they would only be more or less gesticulating clowns. Dictators are only the tip of an iceberg in the field of what's wrong with a human society.

@Kasabiian Very true. Another aspect of the problem is that people want to believe in something to give value to their life, and many potential dictators take advantage of that need. This is true in many similar fields, for instance, and sadly enough, religions and sects.

All hated churches, but recognized their usefulness to dictators. All put their enemies in camps. +1 yComrade Stalin murdered more people than Führer Hitler. My Russian mum claims that Putin is worse than Hitler as well. Mao Zedong was worse. Genghis Khan also. I ain’t sure, but I think impaling like Vlad the Impaler did is way more painful than Hitler’s gas chambers (which are legalised in some Yankee states). Just because everyone knows how Hitler is bad, doesn’t mean he’s the worst.

In my opinion, Hitler was the personification of evil, but not evil itself. Is there any evidence that he ever personally murdered anyone? Did he ever say anything that people didn't already want to hear?
