What should society do to solve the high crime rates in democrat run cities?

Build massive super prison's and put all the drug addicts dealers and criminals in these prisons. Keep the rest of society safe from these people?

We live in a risk vs reward capitalist economy. The carrot should be the obvious answer but we deal with racist jerk offs that want people to suffer. You want to use the stick at the expense of helping people.

We have the RICO act that basically just took the carrot away from organize crime. The whole organization falls apart. This is not rocket science here, it's just risk vs reward economics.

More realistic example is Mexican cartels. They make big money on tunnels, submersible water vehicles, drugs inside tires on legal crossings all forms illegal.

The real big big money in Mexico is sea side resorts. You can see this with cartels giving up illegal trade and creating these sea side resort. Once you get things started its going to be safer and more "reliable" which is everyone aims for.
