Nope, marijuana is a federally regulated Schedule I drug that is illegal for use in all 50 states. So until the federal government deregulates it is still illegal to grow it despite what the states say. Now for the most part the federal government has decided not to persue prosecution in states that have gone to legalization. However, banks can't take money from dispensaries and growers of marijuana in these states.
