Yup. Only like 3 states “permanently” revoke felons’ voting privileges. The rest either automatically restore the privilege after incarceration and/or parole, or they have a process by which felons can have their voting privilege restored.

Yes in my country they are allowed, they have to do it through mail voting. Assuming they have the right in the first place.
