For the most part, yes they should. They are still citizens after all. However, there are some catches.

Someone who committed a misdemeanor should be allowed to vote, even while incarcerated. Misdemeanors for the most part are relatively minor crimes.

Someone who committed a felony should be allowed to vote, but only once their sentence is complete. They committed a serious crime and therefore deserve more restrictions than someone who committed a misdemeanor. They should not be allowed to vote while serving their sentence, but once they do their time they should have their right to vote restored.

Someone who committed Treason, Terrorism/Terroristic Acts, Espionage, Rape, Murder/Attempted Murder or Arson should NEVER be given the right to vote for the rest of their lives. These are extremely serious crimes that require very intentional and callous acts to commit.

While your in prison, I'm neutral. But after you've served your time, you've served your time. Your record should be expunged and you should have all the rights and privileges of anyone else in society. One of the biggest reasons we have repeat offenders is that we treat people like shit after they get out of prison, they can't find work, they get desperate, and then desperate people do stupid things. The cycle repeats.

From behind bars, no. Once they’ve completed their term of incarceration and jumped through whatever hoops their state has set up for restoring their voting privilege, yes.
Also, voting is not a right in the US. It’s a privilege. Privileges are not protected by law.

I'm of two minds: on the one hand, these are (generally) people who've shown disregard for the law (as most crimes that send you to prison are pretty serious), and some are outright evil- but on the other hand, if we're ever going to have these people reintegrate peaceably into society, we've got to have SOMETHING that says we're willing to work with them.

I don't see any reason why they shouldn't be allowed to vote. That's assuming they are citizens, which most are.

If a past criminal record meant people couldn't vote, then a quarter of the US population wouldn't be able to vote.

In my civics book it is stated that In an exceptional if a person have unsound mind or high criminal records then they don't have rights to vote. However the criminal record should be something like murdering and stuff.
