To clarify, the individual in question is someone who has already already done heinous things. This isn't revolving around what they could do through life, but something they have done.

For example, if someone has been a serial killer similar to Ted Bundy or John Wayne Gacy, are their lives truly sacred? Even after things like that.

Their lives are sacred, but their actions demand consequences. In a situation like a serial murderer, God says for someone like that, it would have been better if they weren't born. Now why would He say that?

Probably because He knows the type of judgement that individual will get. My best guess is it ain't gonna be very nice. The Bible has a serious warming in it where Jesus says not to fear what man can do to your body, but rather fear God, and what He can do to your eternal soul!

While we condemn such actions and the "state" may sentence the death penalty, take heed to what is usually said when that sentence is carried out - May God have mercy on your soul.

No, 90% of people who lived died without having a family. Most people in history died before age 5. There has been, more or less, over 107 billion people yet most of them will have forgotten by human history and nature (the first sentence).

That's without counting those that became criminals or those born unfortunate (ugly, dumb, unsuccessful, born and died in poverty, born into an abusive family, etc).
