For example, someone makes an offensive remark and tries to pass it off as a joke but then they get mad at the person who found their joke offensive. Why do people who say something offensive or bigoted get upset at the person who is offended instead of owning up to their mistake and apologize to the offended person.

Your joke offended me implies at least two things: joke teller worldview is morally beneath you and the general public as well, you got no class, and there is generally something wrong with your Self !
It is likely you are also dealing with a grudge holder and the shame you inflicted upon them will be returned but magnified... And it begins by telling his friends same joke and commenting that you were offended by this-can you believe that?
