Would never happen, Russians consider what is called Ukraine nowadays to be an integral part of their history (Kievan Rus), according to them Ukraine wouldn't have existed if it wasn't for Russia creating it, it's also in no way a smart move for them to use nukes even if they were facing let's hypothetically say Italy, it's not a smart decision and putin is a smart man so he ain't gonna do that, only way I could see that ever happening is them being invaded on the brink of defeat, fuck it let the missiles loose we'll all go to hell

Deep inside I think the threat was an attempt to get Ukraine to settle for the permanent occupation and annexation of Crimea. Use of even one tactical nuke could easily lead to the Russian military uprising and ousting Putin.
