I'd bet that Biden gave our military orders to proceed with the attack. But he's a pawn of the globalists. And this incident aligns perfectly with their plans for depopulation, chaos, violence, war and destruction. Once the population is low enough and people are desperate, the New World Order/One World Government/Great Reset will come to the rescue.
