Discuss: Is Penal Labour Morally Ethical?

Penal labour is a generic term for forced labour which is performed by incarcerated and detained people. This is usually an additional form of punishment that goes beyond imprisonment alone.

According to FREEDOM UNITED, “The International Labour Organization (ILO) lists several indicators of free prison labor which, if absent, could point to conditions of modern slavery. These include the right to written consent forms, wages and working hours comparable to those of free workers, and standard health and safety measures. The ILO states that these factors must be considered “as a whole” to determine if prison labor is forced or voluntary.”

Should prisons focus solely on rehabilitation through programs and counselling or should prisoners be subject to penal labour?
