Biden is not in control of that. During Obama's terms they did do that way back to attack the Russian economy, put Iraq back in its place, get Saudi Arab to fight America's war in yemen, make opec countries more compliant etc. US companies will get their cut of this, the US is happy as long as they get a cut which is why Russia supplying oil/gas to Europe is a problem, which is why there is war in Ukraine.
My point is that there is an overall strategic goal that is unrelated to whatever person sits in the oval office. The US has been making moves against Russia for a long time, things started to heat up when Putin blocked the Oil/gas pipeline into Europe via Syria and invaded Ukraine the first time and Georgia as well. A trap was laid for Putin in Ukraine and this year he walked into it and now he can't get out without some kind of victory.
