"Blacks" is just plural for of black. Ii think you're hearing malice where most of the time it probably doesn't exist.

I've heard it on the radio many times. I think it's all in the the context you use. I think most people would opt for "black people", Just to be clear. I can see how someone might take it as a negative connotation.
