Why do we test chemicals and experiments on animals instead of prisoners?

All the cosmetics and testing treatments for diseases and other activities scientists use are white rats and other animals that leads them to be killed or permanently damaged. I find this to be animal cruelty, I'd rather see violent prisoners go through such grizzly experiments. In ww2, Japan had a facility in Manchuria where they used Chinese and mongolian and Russian and American and British civilians and soldiers for experiments called unit 731, why don't we replace the death penalty for violent prisoners and use them as marutas like Japan was doing in ww2? a lot of our modern medicine is attributed to the data collected when we offered Shiro ishi clemency for his crimes against humanity by handing over the results of the experiments he had done on Chinese people.

There is always the possibility that they are innocent. But beyond that it opens a door to a lot of gray area in which it's okay to secretly abuse people with chemicals. Like, if someone accidentally drops their IPhone on a police officers foot, that's assault if the cop wants to push it - a violent crime. So it should be okay to pump them with poison now? If it sounds too ridiculous to happen that doesn't change the fact that you are in favor of it if it does. It's better to just keep that door closed.
