There are different definitions for liberal and conservative.

First
Liberals are the progressive and activists. They constantly want to change things.
Conservative aren't necessarily against change, but take a slower more cautious approach.

Using this definition, it is the same over time and location. This is also the way I learned in in school.

Second
Specific issues. Some issues are considered conservative, and others are considered liberal.

Using this definition, it changes over time and location, sometimes dramatically. For example liberal and conservative today are very different than when I was young. The views of all those very liberal hippies in the 60s-70s would be moderate today, even moderate conservative. Even if their views are exactly the same, the left-right spectrum has moved so far left during my life that what was very liberal then is considered moderate conservative today.

Third
Philosophical views about the role of government, and the role of the people. This tends to underlie all the other views. This changes over time and location, but there are also basic philosophical views that have been around for thousands of years. Plato and others have written about it.

the left is anything that believes in improving the spirit of man itself. the soul through scientific progress or other means can be changed. the right believes human souls are inherently evil and only through institutions can they be made temporarily better.

Well, the way I see it, it does differ from nation to nation because each nation has its own collective vaules and culture.

Liberal vaules are: Free speech, Human rights, Women rights, Equal rights, Right to education, Right to healthcare, Right to work, Right to housing, Workers rights, Animal rights.

Conservative vaules: Country first and sovereign, Promotion of nationalism, Promotion of religion (Christianity)

Those are the Dominican Republic conservative and liberal values mixed in into one in accordance to the Dominican Republic constitution.
