No. People do look similar to one another. There was a study a while back which found that there were facial similarities in people who had no family ties in different countries.
The doppelganger is supposed to be a spirit in the Germanic folklore. In English we would call it an "alter ego" or "double spirit" instead. They were not real people, but spirits impersonating one.
I’ve been told, more than once, there is someone in my area just like me. Just recently by my next door neighbor. He was in a restaurant waiting for a take out order and there was a woman who sounded and spoke just like me, same mannerisms too. Said it really freaked him out.

If you obtuse the tense of the verb “has”, it’s all but certain. The total number of possible genetic configurations compared to the total number of people who have ever lived all but guarantees that everyone has or has had a genetic twin in some period of time.
