Walker is a good example of the "team" politics being played right now. Here's a guy that has taken a beating. Might even suffer from CTE. Clearly not qualified to be a US Senator.
The calculation by 45 in pushing him is simple. Massive name recognition in Georgia as an ex football hero. He probably wouldn't even understand most of the things he's being asked to vote for. Perfect rubber stamp vote... he's a number and will not stand up to the R's on anything because he doesn't even know enough about what's going on to care.
Scary bit is that many voters are good with this... likely the same voters that believe some people are sitting in the basement of a pizza parlor drinking the "brain juice of babies"
