That's how most murders go down on the streets. One person stalks someone to a corner store. Often it happens on rainy nights when visibility is down and foot traffic is down. They peep them through the side windows at a bodega going in alone. When they are occupied buying something or whatever someone comes in behind them and shoots them in the back.

Probably not unless the area is really sketchy and even then I doubt it is always as petty as the show makes it look.

I think the joke is that people in those areas fight over the dumbest things and the scene plays up the absurdity for the humorous effect.
