California actively conducts weather modification to increase rainfall in their state. It's pretty obvious that humans are contributing to rainfall in California. The real question is why does California refuse to implement reservoir infrastructure to catch rainfall that they work so hard to create thereby reducing flooding and preventing drought. Instead they engineer cycles of drought and flood to emotionally manipulate Californians with irrational fear mongering of climate change and to control the populous though water rationing.

It is perfectly natural to randomly get a lot of rain, however, the climate change that humanity is causing will add extremes to the climate and weather. Another big issue is deforestation and improper building and placement of infrastructure which causes landslides and poor drainage of the rain to be more of an issue.

Yes absolutely, the current issue is the acceleration of those events. Our pollution has dramatically decreased the time between the last ice age, to the next one.
