These are the same people that believe:

Taking guns away from law abiding citizens will stop gun crimes.

Eliminating bail will prevent criminals from committing more crimes.

Never stopping immigrants at our border will show how compassionate Americans are.

Giving illegal aliens free housing, free education, preferential treatment at hospitals, all contribute to a healthy society, while forcing their own citizens to pay for education, housing, and health care.

EVERY idea the left comes up with is rife with stupidity. Then they wonder WHY people are leaving that state in droves?

Any good fortune teller can operate without a permit. They already know in advance when a city official will stop by asking for the proof of permit.

Non-fraudulent is an entertainer who follows the law and charges fees for their services. Fraudulent are people who exploit others and make false claims in order to make $

The law tries to ensure citizens are safe also. That’s why I used the word exploited. A fraudulent entertainer way trick their client into giving them lots of $ to have a better “future”. That’s not safe

@BarryLiverstone Some of us would define ALL "fortune tellers" as such people, to be entertainers, but not to be taken seriously. And short of obvious child protection provisions for the "Adult Entertainers", we do not as a rule regulate entertainers.

It’s like ministers. Most are honest in their job to lead their congregation in learning about God. But some are corrupt and will exploit adults for $.

Most entertainers (like fortune tellers) are just doing their job. But some are corrupt and out to financially and emotionally hurt others.

@BarryLiverstone Well, that's actual *fraud* if the donations are solicited for the actual ministry or charity work, and then misappropriated. And no, paying a person a reasonable salary or wages for his or her ministry or charity job is not fraud, but above and beyond that reasonable salary, it is.

Again, how do you regulate something as vague as parlor tricks for entertainment?

Nope. But it helps. Because then the business would be subject to audits and regulations.

A fraudulent entertainer can hide in the darkness and directly interact with their victims without any knowledge of the police and law enforcement.

Don’t know. I’m a software engineer. So I haven’t been trained in regulating entertainment. But I suspect part of that regulation is in the law and as such if customers feel they have been exploited they can sue the business

@BarryLiverstone "Nope. But it helps. Because then the business would be subject to audits and regulations." Uh, YEP, non profits and ministries ARE subject to audits and regulations. I work as a tax accountant, and charities and ministries and other non-profits *are* subject to lots of regulations here, among them the filing of the annual IRS form 990! Many have payrolled staffs and have all the regulations that go along with that.

Arguments for what constitutes legal compensation are also voluminous. Do realize that many charities have budgets in the millions of dollars and they have CEOs and managers of that money who are paid similar to and often more than CEOs of sizeable for profit corporations.
