Why doesn't the USA have France's spirit of rebellion?

Its a bit harder to justify striking in a Federal system where the only real practical power to enforce such rules exist among States against which any individual can simply vote with their feet.

France by contrast is a unitary state where all french people have little choice but to go with what 1 goverment says.

In the U. S. that is really only an issue for what little the Federal Goverment really controls in practice. Which in the case of retirement is basicly what they pay out in Social Securty. A big deal only in that they are cheating people out of the money the Federal goverment "invested" on their behalf.
Otherwise people can just stop working whenever they want to and invest to have money to cover that.

Spirit of rebellion or not, mass movements without backing from elites are doomed to fail. The French Revolution was sponsored by the rising merchant class. The yellow vests had no elite backing and were brutally crushed by Macron’s regime. Likewise, the Jan 6th protestors in the US had no elite backing and were also crushed, many of them sent to DC prison without due process, medical care, adequate food, and with prison guards from Africa who were told the prisoners were white supremacists. What elite element in the US would ever sponsor protests against the globalist neoliberal regime? The current regime is increasingly incapable, doctrinaire, and ham-fisted, but until a group of elites finds it in their self interest to make a change, there will be no successful populist movement.

The French Revolution was done by the poor. By the people. They killed many high class elites on the way.

Unions are pretty much dead in America. The teachers union is the only one with any clout left.

There really has not been an issue that is so extreme that lots of people will protest since the Vietnam War.
