We'll... France was in power to some extrent, so they exerted that. The country in power will try to control. Wasn't that the issue with Napoleon going into Russia... the blockade on England? wasn't there a long 100 years war with those baguette eaters in North America/Canada? Can you imagine... terrible times.

Yes it was a fairly messy affair, it was a multinational venture at first, then predominantly only the French, although the French really valued the Egyptian / Sudanese troops sent over to Mexico. The US really did not want a strong northern (Canada) and Southern (Mexico) pretty much controlled by European nations or any potentially hostile neighbour. The US did consider getting involved after the Civil war to remove the French, however Prussia was a key reason the French left, they had witnessed the Prussians pretty much Annihilate the Austrians in 7 weeks. This dramatically changed the face of Europe and resulted in the best land army in the world. The France - Mexico thing was another of those events that a country walked into by ‘accident’ everyone wanted their cash back, it started as a debt reclamation visit.

Of course, and France abandoned almost all of their holdings in North America, including selling the Louisiana Purchase to the fledgling new United States really cheap... because Napoleon needed the money to fun his campaign to try to occupy all of Europe... we know how that ended.
In fact, it was a good deal to sell Louisiana, because in reality, France only owned this territory on paper. What's more, we didn't have the military means to defend such a large territory, since the revolution caused a massive departure of our experienced sailors.
But in any case, it wasn't Napoleon 1st who wanted to create a counterweight to the emerging American power.
