It would perhaps be more correct but even then I feel that abuse of alcohol has become part of our culture. It can certainly increase or at the very least become a symptom of larger systemic problems. For example, alcoholism is a MASSIVE problem in Russia but you can question if the problem is the alcohol or the society, either way once all is said and done you still develop the addiction and it becomes harder to resolve afterwards.

But alcoholism is common at all levels of society. I have heard of countless fantastically wealthy people who can barely function on a daily basis because they are always drunk, even during work hours. If we were taught better ways to cope or avoid addictions as children then maybe it would more accurately follow your statement but because literally everyone is equally bad at handling said addiction it just becomes a general problem.
