It's relative, I think. Who you ask makes a difference. I don't see 28 as either young or old. If you put a gun to my head and told me to assign numbers to it, I'd tell you that, in general, 25 and below is young and 45 and up is old and every age in between is a nebulous something else. But I don't actually think this in practice.

"Young" is not an age, it's a feeling. I've known people in their 50s who act feel "young", and also people in their 20s who act and feel "old".

Totally context dependent. A 70 year old would be young in company of 100 year olds.
