1. We would have to figure out whether or not we could call Indians a race.

2. Of course it isn't racist to state simple fact.

3. I would think it is terribly offensive to pretend that every Indian does this. Or to repeatedly state this out of context when we know that;

• This is partially due to cultural practices handed down throughout the centuries. And many cultures used defecate out in the open. Some still do.
• India has been an extremely poor nation up until recent times. They are still trying to modernize. And even in areas where they have, people need time to adapt.
• We all know that cultures change and evolve. It is only a matter of time Indians change. Because every culture has to adapt or it will go extinct. Indian culture ain't going anywhere.

Open defecation is not the same as pooping in the streets. If I go into the forest and poop then it is considered open defecation which, as you might imagine, is not that uncommon in a pre-industrial rural country. Or more specifically, other solutions such as outhouses that does not qualify as a "toilet". Point is, its nowhere near as bad as you are making it out to be and that means we need to start questioning your motives.
