Good lord, yes. Not to be a prude, but it comes across way trashy. Especially if you are going to a frat party, guys will look at you and have one thought.

You may want to pair it with some sheer tights - you'll still be able to show off your body, but tights generally class up a short outfit. And remember that there are some caveats to showing off large chunks of skin: arms & shoulders, breast & cleavage, back, legs. Pick one of the four to reveal a lot of skin and cover the rest up. Classy.

Of course, if you're only going there to have a one-night stand (nothing really wrong with that as long as you're being smart about it), then it's cool.

Yes, yes it is...unless you wear skinny jeans or leggings on underneath it. But if you were going to do that, I don't think you would have asked the question to begin with. If you're going to show that much skin on top, then you should cover up the bottom more. It looks like a swimsuit.

Nothing is too skimpy for a frat party. But unless you don't want people to presume that you're a slut, I suggest wearing something a little longer or wear jean shorts underneath them.

That outfit says you are there for the same stereotypical reason guys are at frat parties...which if that is your purpose than you definitely chose well. If that is not the case however, You should consider covering slightly more and make the guys work at least a little bit. I personally appreciate a girl with a little class who leaves some things to the imagination instead of showing off everything she's got right from the get go. That dress says come get me I'm ready, so if you plan on wearing that dress I hope you are, because most eyes in the room will be on you and there will be many many guys popping up to say hello.

Yes. yYu need tights or leggings to balance it out.  A good measure is to only show one body part.  If you're going to show off your chest (strapless shirt) cover your legs.  If you want to show your legs cover up the cleavage a bit.
