No. It depends entirely on the purpose of the bill and if something is done to correct for it in other ways. A government policy is just a small part of a whole picture and they all have good and bad side effects. There is no single policy that I know of that can outright solve every problem.

Not necessarily, It depends on other factors. Is the policy helping more people than it does harm to and how big is the help vs. the harm? Does it "target" the minority or is it just because they are more harmed because they fit into specific criteria? Also is it something that gives freedom or takes freedom in general and which kind of freedom?
