Should America introduce the status of outlaw?

So outlaw can mean a few thing. Most people know it is as a person who committed a crime, is on the run, a fugitive, etc.

But outlaw status is when one is outside of the legal protection of the law, anyone is free and empowered to persecute, assault, or commit any action that’d be considered an offense of law against anyone protected by it. That means if you are murdered, tortured, etc, the assailant is not held responsible by the Courts.

Best part. If you’re outlawed, you have no 8th Amendment rights.

I believe this should be the penalty for mass murder. Once sentenced, letters are sent to victims families of when you’ll be released, and where you’ll be released. You’re released naked and handcuffed.
They are free to do as they please to you.

Assisting an outlaw will be an offense.
