Why are black people included in the term "people of color" but not white people?

White is just as much a color as black is, so would it not be rather exclusionary to have white people excluded.

"People of color" is a racial slur- straight out of Jim Crow laws (well, that was "men", rather than "people", but still). Slurs are rarely logical- gay guys aren't any more flammable than anyone else, white people are no more proficient with whips than average, and most immigrants who don't have papers are Hispanic, not Italian.

History mostly, its a term that comes from a shared history of oppression and one that white people have not experienced so obviously it does not refer to them.
