The answer is yes.

All humans are natrually evil. Its in our nature to back stab each other and pleasure from another persons pain. Humans can develop empathy (cognitive empathy) but emotional empathy is a scam made up in movies. So every human who is not physically limited and can understand murder is capable of it

Sure, since each country is different and throughout history laws for countries have changed. Murder is an unlawful premeditated killing of another person, so it's a very loose term. Anyway, for the modern age, anyone could murder someone if the factors all play out correctly for it to happen.

However, I do think for most people it would take a lot and are very much not likely to do it at all.

Ehh, toughy. In a sense, yes…but it might not be considered “murder” in context. So yes, we all probably could kill if need be.

But it takes some serious anti-social behavior to knowingly murder. That’s thankfully rare. Although not so rare in bad economies.
