I think neoliberalism is another name for fascism. Fascism had a stigma after WWII, so it got rebranded. Both Republicans and Democrats have fully embraced neoliberalism, which includes authoritarianism.
But the Democrats are also enamored with the New Chinese form of communism (a hybrid of Maoism and capitalism), which is the model for society that is envisioned by the UN, WEF, etc. for the New World Order/One World Government/Great Reset.

Technocrats and eugenicists want full control over everything on the planet, including individual humans. They think of humans as little more than farm animals.
In order to accomplish that, they need to control food, energy, resources and information.

Those ideas are antithetical to the U. S. Declaration of Independence, Constitution, and Bill of Rights, so the way government officials get around it is through privatization (corporatism).

If services are delegated to private corporations without any governmental controls or restrictions, those corporations can supposedly do anything they want. And then government can secretly collude with those corporations to assist with monopolization of services and ignore the restrictions placed on government by the Bill of Rights.
The government can say that it isn't infringing on rights by saying that corporations aren't restricted by the Bill of Rights.

THAT'S how Biden can restrict free speech.
The idea really took off with Dubya's "war on terror" and then Obama's NDAA.

With restrictions on the freedom to share information, we are rapidly headed for totalitarianism and complete dystopia.
