Yes, and as other mentioned that's why the progressives passed the 16th amendment decade later.
Still the Federal Constitution omitted the power to direct people directly for a good reason. It is best for the Federal Goverment is by design to have a little direct power over the individual as possible.
This is to maximize that individuals freedom to vote both with their feet and their ballots (competing only against the nearby & more similarly situated people of their state).
Practically our control over Washington is far more limited precisely because we can't vote with our feet and our issues and interest differ soo radically from people in a completely different geographic, economic, political, and climatic environment on the other side of the continent.
