They're not. Can you tell a cat or honey badger what to do. They decide for themselves. In fact all animals make their own decisions.

Humans, on the other hand, are the most easily manipulated of all. A holy book, or religious leader, or government, or parents, or social circle, or society tells them how to think and act.

Free will is simply the ability to choose what you think. Most humans don't even apply their free will. That's why they struggle with changing.
